Tropico 6 is fundamentally a game about letting you develop your land however you please. If I wasn't being an absolute prat about it, they'd be "balance" and "freedom". If there are two words that could best explain Tropico 6, they'd be "need" and "space" in the largest font, in bold, underlined and in bright fluorescent pink just to draw attention to them.
